Chief Executive Officer
Allison O'Toole was named MNsure CEO on November 18, 2015. She had been interim CEO since May 4, 2015. As CEO, O'Toole oversees an annual budget of over $40 million and more than 150 staff.
Previously, O'Toole served as the deputy director for external affairs and oversaw MNsure's public-facing departments including Marketing and Communications, State and Federal Government Affairs, and Navigator and Broker Relations, and was MNsure's staff liaison to the board of directors. She was responsible for the implementation of the second phase of MNsure's multi-million dollar marketing campaign, developed the strategic overhaul of the MNsure outreach and enrollment grants program, initiated the widely successful broker Lead Agency program and helped lead MNsure's efforts for greater public accountability and transparency.
Before her roles at MNsure, O'Toole was a director at Himle Rapp, a Minneapolis-based public affairs firm and state director for U.S. Senator Amy Klobuchar. O'Toole also brings legal experience as a former chief deputy county attorney for Carver County and as assistant county attorney for Hennepin County. Early in her career, she spent years working in state government building coalitions around statewide public health initiatives.
O'Toole graduated from Franklin & Marshall College in Lancaster, PA with a bachelor's degree in Government. She earned her Juris Doctor from William Mitchell College of Law in St. Paul, MN.
Phil Norrgard, Chair
Director of Human Services, Fond du Lac Band of Lake Superior Chippewa, Retired
Representing individual consumers eligible for public health care program coverage. Term ends 2021.
Since 1980, Mr. Norrgard has served as the director of human services on the Fond du Lac Reservation, where he performs many of the same tasks as a county health and human services administrator. In addition, he administers, purchases and contracts for a wide range of medical, dental, pharmacy, chemical dependency, behavioral health, chiropractic and in-home health care services for the Band. Mr. Norrgard served as a founding member on the Fond du Lac Insurance Board of Directors and helped establish Fond du Lac’s self-insurance medical plan. He has served on numerous boards for community organizations and was a founding member of the Minnesota Indian Mental Health Advisory Council and the Minnesota Indian Child Welfare Advisory Council. Since its inception in 2004, Mr. Norrgard has served as the Bemidji area delegate alternate to the Center for Medicare and Medicaid Tribal Technical Advisory Group.
Kathy Sheran, Vice-Chair
Minnesota State Senator, Retired, APRN, Retired
Member with demonstrated expertise, leadership, and innovation in the area of health policy issues related to the small group and individual markets. Term ends 2020.
At the end of 2016, Kathy Sheran retired from her 10 years serving as Minnesota state senator for District 19, which includes all of Nicollet County, as well as portions of Blue Earth and Le Sueur counties. Prior to her service in the state Senate, Senator Sheran worked for over 35 years in health care as both a clinician and an associate professor at Minnesota State University Mankato. In the Senate, Ms. Sheran was a champion for health care issues, as well as serving as the chair of the Senate Health, Human Services and Housing Committee. Ms. Sheran is an equity partner in Security Management and Realty, a real estate company owned by her husband, Dean Doyscher.
Member who has demonstrated expertise, leadership and innovation in the areas of health administration, health care finance, health plan purchasing and health care delivery systems. Term ends 2021.
Mr. Benner is a consultant on health care, labor relations and public policy. Before consulting, he worked for many years with AFSCME (American Federation of State, County and Municipal Employees). Benner is the former executive director of AFSCME Council 6, where he was the lead negotiator with the State of Minnesota in designing the insurance benefits for state employees and their families. He also sat on many boards and commissions relating to health care including: Minnesota Health Care Access Commission, Minnesota Health Care Commission, Minnesota Citizen's Forum on Health Care Costs, Governor's Health Care Transformation Task Force, Governor's Health Care Reform Task Force, Minnesota Community Measurement, and the Institute for Clinical Systems Improvement.

Martha Eaves served as an attorney for Southern Minnesota Regional Legal Services for 37 years. Ms. Eaves helped to establish Project HOPE (Homeless Outreach Prevention and Education) to help prevent homelessness by giving free legal advice to homeless, or near homeless, people living in Ramsey County. This program has since become a national model. Ms. Eaves serves as a volunteer tutor for first graders at Barack and Michelle Obama Elementary School in St. Paul. She also volunteers for East Side/Neighborhood House where she reviews cases on behalf of families who are experiencing or at risk of homelessness and have a mental illness, medical condition, or a co-occurring substance use disorder.
Emily Johnson Piper
Commissioner of the Minnesota Department of Human Services (DHS)
Emily Johnson Piper is commissioner of the Minnesota Department of Human Services. Before joining DHS, Piper served as general counsel and deputy chief of staff in the Office of Governor Mark Dayton and Lt. Gov. Tina Smith. In this role, Piper represented and advised the governor, lieutenant governor, cabinet and state agencies on legal matters involving the state of Minnesota. Piper also served as chair of the State Board of Investment Proxy Committee and the State Board of Investment Administrative Committee. She previously served as deputy commissioner and chief of staff for the Minnesota Department of Commerce. Piper began her career as an attorney with McGrann Shea Carnival Straughn & Lamb Chartered in Minneapolis, working on civil litigation including health care and insurance law.

Edgardo Rodriguez works as a business consultant with the Metropolitan Economic Development Association and the Minneapolis Business Development Center. Born and raised in Puerto Rico, he graduated from the University of Puerto Rico with a B.S. in business administration and received his CPA from New York University. Mr. Rodriguez served as a public accountant for Price Waterhouse in New York, and spent more than 30 years with International Multifoods Corporation, both as vice president controller and as president of the Venezuelan Foods Division. He has served on the board at the Hispanic Chamber of Commerce and the Chicano Latino Affairs Council.
