Employer Insurance Affordability Estimator

MNsure has launched a new tool, the /new-customers/apply/prepare/esi-tool.jspEmployer Insurance Affordability Estimator, to help families determine if their employer-sponsored coverage is considered unaffordable. As we’ve already shared, a recent change in federal law fixed the “family glitch” starting in 2023. This means family members of Minnesotans who are offered employer-sponsored health insurance which is determined to be unaffordable may have new opportunities to access subsidized coverage through MNsure, even if they weren’t eligible before.

If you are working with a family that may benefit from this change, follow these steps:

  • Have the consumer complete an Appendix A (Health Coverage from Jobs). A new version of this form was released November 1 which now collects information about family coverage.
  • Use the new /new-customers/apply/prepare/esi-tool.jspEmployer Insurance Affordability Estimator to determine whether the employer-sponsored coverage is considered unaffordable by entering information from the consumer’s Appendix A.
  • Complete an online application. If determined ineligible for financial assistance, the consumer should return the completed Appendix A to MNsure. A few things to note:
    • When completing the online application, provide accurate information regarding the affordability of employee-only coverage. If they are impacted by the “family glitch,” the only way a consumer can get an accurate eligibility determination is by submitting an Appendix A to Mnsure.
    • If determined ineligible for financial assistance, an Appendix A must be submitted to MNsure even if you think the consumer may be eligible for MinnesotaCare after their application is updated.
    • If a consumer has previously submitted an application or is already enrolled in coverage through MNsure and the family may be impacted by the “family glitch,” complete an Appendix A and submit it to MNsure to get updated eligibility for 2023.
  • Submitting an Appendix A to MNsure:
    • Write the consumer’s “Case Number” listed on their eligibility notice on the Appendix A.

    • Or fax: 651-431-7770
  • After processing the Appendix A, MNsure will send the consumer a notice with updated eligibility.
