Morgan Winters serves as MNsure’s deputy director and chief operating officer. Winters joined MNsure in 2013.
Winters is responsible for IT system development and customer-facing activities, and oversees MNsure’s Contact Center, eligibility and enrollment, plan management, and partner relations areas.
Prior to joining MNsure, Winters worked in journalism. He holds a master’s degree in public policy from the University of Minnesota Humphrey School of Public Affairs.
