Navigator Tip of the Week: System Terminology

There have been some big changes to the landscape for Minnesotans applying for health insurance – it can be easy to get a little mixed up. Below are some common system terminologies and what each one means:
- MN-EES: The MNsure Eligibility and Enrollment System, MNsure’s new online technology platform. It is referred to publicly as the MNsure application.
- MN-EES Portal: Portal for navigators and Certified Application Counselors to support consumers applying and enrolling through MN-EES.
- METS: The Minnesota Eligibility and Technology System is DHS’s application platform that determines eligibility for Medical Assistance and MinnesotaCare. It is referred to publicly as the DHS application system.
- METS Navigator Portal: Assister portal that is connected to METS. To establish an association with a navigator or CAC, the consumer must have a LoginMN account and enter the assister’s reference number.
- LoginMN: The State of Minnesota’s secure and centralized sign-on service used for accessing many state services. It is used for account creation and identity verification for individuals applying through METS. It is not an application platform.
- MAXIS: An IT system that supports eligibility determinations for elderly, disabled, and other individuals that use the paper DHS-3876 Certain Population application.
- MMIS: Minnesota’s automated system for claims payment for Minnesota Health Care Programs (MHCP), including MinnesotaCare (including DACA cases) and Medical Assistance. The system uses PMI numbers to uniquely identify individuals.
The distinction between the two systems:
- MN-EES determines QHP eligibility and screens for public program eligibility. It does not determine actual eligibility for Medical Assistance (MA) or MinnesotaCare. If there is potential eligibility for a public program, an account transfer (AT) with application data is sent to METS for that system to determine eligibility.
- METS determines eligibility for MA and MinnesotaCare. It does not determine actual eligibility for QHP. If anyone in the household is not eligible for either MA or MinnesotaCare, an AT with application data is sent to MN-EES for that system to determine eligibility.
