Temporary Process in Lieu of Reporting Life Events for QHP-Eligible Consumers

The ARC and Broker Service Line can offer to close applications and allow consumers to reapply to expedite the updating of their application if certain criteria are met. This can be offered for consumers newly reporting a life event change (LEC) or if an LEC has already been submitted.

All members of the household on the case must only have qualified health plan (QHP) eligibility (either assisted or unassisted QHP), and no members of the household can currently be enrolled (pending, active or termed for a future date) in a QHP or have a future enrollment.

The following LECs are exceptions to this process and must be processed through the normal process:

  • Birth of a child: If reporting a birth, along with any other types of changes, the LEC must be gathered and processed as normal.
  • Federal Tax Information (FTI) updates 
  • Date of death correction: An LEC will be collected for cases where a date of death was accidentally entered.

If you are working with a consumer that needs to report an LEC or has already reported an LEC, you can call the ARC or Broker Service Line to have the case reviewed for closure. MNsure staff will review the consumer application to determine if it is eligible for closure. If we can close the case, the broker service line staff will do so live on the call. ARC staff members are unable to close cases live; however, the ARC will submit the change and the consumer will be able to re-apply in three business days.

Please note: The consumer must be present with the navigator when completing the close in lieu process.
