Claiming Consumer Accounts in MN-EES

Scope

This policy applies to assisters and impacts consumers who have an account in GI and want to have a broker they are working with claim their account.

Policy Details

Consumers with an account with GI and who are working with a broker can authorize that broker to claim their account. By completing this process, the broker gains authorization to access the consumer's account. This process also designates the assister as the agent of record on that account. 

Assisters must review the MNsure Privacy Warnings, the MNsure Rights and Responsibilities with a consumer before claiming their account.  

The assister must also read through the Assister Authorization/Agent of Record legal statement with the consumer and ensure the consumer understands that they are authorizing the assister to take important actions on their behalf before the assister claims their online account. 

Procedure

  1. Ask the consumer with an existing account in GI, if they want to authorize you to take actions on their behalf. To ensure that consumer understands this process and its implications, it is important you share the Assister Authorization/Agent of Record document with the consumer. 
  2. After the consumer has reviewed the Assister Authorization/Agent of Record you may claim their account by logging into your account and going to the “search for existing consumers” link on your dashboard. 
  3. Ask the consumer to provide the information needed to search for and claim their account. The system will also require you to attest that you have the permission to perform this search, and that the information provided to you to verify the consumer's identity is correct to the best of your knowledge. Do not retain private data used to search for and claim the account, such as their Social Security number.  
  4. Claiming the consumer’s account will create an email notification, letting the consumer that you are now authorized as the assister on their account. If the consumer was previously working with another assister, they will have to accept the authorization in order for you to be authorized as the assister on their account. 
  5. Once the account has been claimed, you may access the consumer’s account through your assister account. 
    • When you log into your account, access the consumer’s account through the “Individuals” link on your dashboard 
  6. You must document the time and date the account was claimed and the contact information for the consumer who provided authorization for these actions. Your organization should retain this information and be able to provide it to MNsure upon request.
