Creating Accounts for Consumers in MN-EES

Scope

This policy applies to brokers, broker support staff working on behalf of a broker, navigators and certified application counselors (CACs) and affects consumers who do not have an account in the MNsure Eligibility and Enrollment System and wish to have an assister they are working with to create an account for them.

Policy Details

Consumers without an account in GI who are working with an assister can have that assister create an account on their behalf. When an assister follows this process, the assister will be automatically authorized as the assister on the consumer’s account. For brokers, this process automatically designates that broker as the agent of record on that account.

Assisters must review the MNsure Privacy Warnings, the MNsure Rights and Responsibilities with a consumer before creating an account on their behalf.

The assister must also read through the Assister Authorization/Agent of Record legal statement with the consumer and ensure the consumer understands that they are authorizing the assister to take important actions on their behalf before the assister creates their online account.

Procedure

  1. Ask the consumer if they want to create an account in the MNsure Eligibility and Enrollment System and if they want to authorize you to take actions on their behalf. To ensure that consumer understands this process and its implications, it is important you share the Assister Authorization/Agent of Record document with the consumer.
  2. After the consumer has completed the Assister Authorization/Agent of Record you may create an account on behalf of their behalf.
  3. While assisting the consumer with creating their online account, you are required to read the MNsure Privacy Warnings to the consumer and confirm that they understand them.
  4. Ask the consumer to provide the information needed to create their online account.Do not retain private data that has been collected from the consumer, such as Social Security numbers.
  5. Create the account for the consumer using a unique email that only the consumer can access. The consumer must then claim the account, creating a password to access it in the future.
  6. Once the account has been created, you may only take actions in the MNsure Eligibility and Enrollment System through your MNsure Assister Portal account on the consumer’s behalf.
    • Log into your portal account and use the “individuals” link on your dashboard to take actions on behalf of the consumer.
  7. After creating an account for the consumer, an application can be completed. Before the application can be submitted, the consumer must pass remote identity proofing through their account. This step will be prompted either before or after the application has been completed. Assisters may not complete this process on behalf of the consumer.
  8. You must provide the consumer a copy of the MNsure Privacy Warnings and Assister Authorization/Agent of Record by email or mail for their records.
  9. You must document the date and time of the account creation, along with the contact details of the consumer who provided authorization for these actions, as well as a copy of the Assister Authorization/Agent of Record form. Your organization is responsible for retaining this information and must be prepared to provide it to MNsure upon request.
