Why do QHP cases go into a renewal? Each year, the income limit for MinnesotaCare is adjusted as the federal poverty guidelines are updated. As a result of the change to income thresholds, an individual who qualified for QHP in 2025 may be eligible for MinnesotaCare in 2026. These individuals need to complete the renewal forms that were mailed to them so their eligibility can be assessed. Any changes the client is experiencing should be reported on the renewal from and cannot be reported to MNsure.
