We’ve been preparing you for some significant changes, and the time is finally here! Over the next several days, a major technology deployment will impact how you help Minnesotans access more affordable health insurance coverage. This timeline highlights the key points in the process to help guide you through the transition.
Friday, June 26 - At 10 p.m., the current application and enrollment system (METS) will go offline to begin multiple system deployments and transition the sign-on functionality for METS to LoginMN.
Saturday, June 27 - METS is expected to be back online by noon, with the following important changes:
- METS will now be accessed through a new DHS website (www.mn.gov/dhs/apply).
- All METS users including Navigators and consumers will begin using LoginMN to sign in to METS accounts.
- Navigators and Certified Application Counselors with Assister Portal access in METS will receive an email from noreply_prod@login.mn.gov to set up account access through LoginMN.
- Consumers can resume submitting applications in METS through the new DHS website but will only have their eligibility determined for Medical Assistance and MinnesotaCare.
- If someone applies through METS and is not eligible for public programs, an account transfer will send their application information to MNsure’s new system (MN-EES) for eligibility for a qualified health plan (QHP) with or without financial assistance. Consumers and assisters will not be able to log in to MN-EES to view eligibility or enroll in coverage until July 1.
Saturday, June 27 - Tuesday, June 30 - MN-EES deployment steps. Consumers who have active QHP-eligibility in METS will have their application data migrated into MN-EES where they will manage their eligibility and any enrollments going forward.
- Minnesotans can apply in METS for public programs through the DHS website (www.mn.gov/dhs/apply).
- MNsure.org will inform consumers visiting the site that MNsure’s Contact Center will be closed June 27 - 30 as MNsure’s eligibility and enrollment system is offline for a major scheduled upgrade. Consumers who have a qualifying life event and urgently need to enroll while MNsure is closed may qualify for a special enrollment period to get a coverage start date of July 1.
- The Assister Resource Center (ARC) will be open Monday and CLOSED Tuesday.
- The Broker Service Line (BSL) will be CLOSED Monday and Tuesday.
- While we are closed, assisters can reach out to the ARC and Broker Service Line through email. If an assister is helping a consumer enroll in a Qualified Health Plan (QHP) with a July 1 effective date, while immediate support may not be available, email correspondence with the ARC/BSL will serve as a record of interaction with the consumer. This documentation can be leveraged to initiate a Special Enrollment Period (SEP) for retroactive coverage.
- If brokers have an urgent issue that requires assistance before July 1, they can email brokers@mnsure.org and the BSL will make every effort to review and respond.
Wednesday, July 1 - MNsure’s new system, MN-EES, goes live.
The new MNsure Eligibility and Enrollment System (MN-EES) will now be accessed through MNsure.org for consumers to apply for and enroll in a QHP with or without financial assistance.
The MNsure Contact, Assister Resource Center and Broker Service Line will resume normal business hours.
Certified partners will receive an email from noreply@system.mnsure.org to activate their new MNsure portal account.
Beginning July 1, MNsure will contact households who have been migrated into MN-EES with instructions for how to activate their new MNsure account. Consumers may receive this information by email or by mail, depending on their circumstances.
