Change of Application Motivation Type

MNsure has updated a policy relating to financial assistance applications. Consumers are now able to close assisted applications in order to submit an unassisted application.

In the past, rather than closing an application with financial assistance, consumers who did not want to use eligible advanced premium tax credit (APTC) were advised not to apply it to their health insurance enrollment. Now a consumer can choose to voluntarily terminate any APTC and cost-sharing reductions (CSR) that they are receiving.

If a consumer is enrolled in a qualified health plan (QHP) through MNsure at the time of the request, they can reapply and remain in the same plan without APTC and/or CSR. The removal of APTC and CSR is prospective from the date of re-application. Enrolled consumers who choose to close their application with financial assistance, must complete an application without financial assistance within 10 days of voluntarily closing their application. After completing the unassisted application, the consumer must contact MNsure to have their coverage reinstated.

Please note:

  • Changing application type does not constitute a qualifying life event (QLE) and will not open a special enrollment period (SEP) to the consumer.
  • This process is not intended to replace the reporting of LEC information. If a consumer has a change to report, they still must follow the current life event or close in lieu processes.
