Certified Broker Resource Guide

You have completed your MNsure certification training and can begin assisting Minnesotans shopping for affordable coverage options through MNsure. This document serves as a resource to familiarize new certified brokers and support staff with information and resources available.

Key Date

Qualified health plan (QHP) enrollment in Minnesota begins on November 1.

Enrolling Consumers

Once annual training requirements have been met, brokers may assist consumers in QHP plans available through MNsure. An appointment is necessary with the respective carrier before enrolling a consumer in a plan in order to be paid commissions.

Assister Directory

If during agency and broker registration the box was checked “Yes” to be listed on the public directory, information will appear on the MNsure Assister Directory once recertification or certification training requirements are completed.

Assister Portal

Assister Portal training is required for all brokers in order for an agent of record to be submitted to a carrier for your consumer. For additional information about the assister portal, please visit the Assister Portal section on MNsure's Assister Central. There are resources available to assist with questions about the portal.

Individual Plan Agent of Record

An agent of record form will be required for paper applications, manual enrollments and any assister portal enrollments that do not have a broker association registered in the consumer account through the assister portal. A form must be requested by email to brokers@mnsure.org.

The AOR policy is located in Broker One Stop on the Policies and Procedures page.

AOR Form Key Points

  • Correct information must be sent to MNsure or there may be a delay in processing your request for an AOR.
  • Verify that the broker listed on the form has completed all of the MNsure certification requirements and is appointed with the carrier with which the client enrolled before sending in a request for an AOR form. If both conditions are not met, the AOR form will not be processed.
  • If an association (AOR) is made with your portal reference number through the consumer’s account, the consumer’s information will appear on your client dashboard in the portal.

Assister Central: Visit the Announcements section on Assister Central to read important notifications, announcements and information about broker-specific events.

Broker One Stop: Broker One Stop, part of Assister Central, has helpful job aids, guides and forms specific to brokers to make it easier for you to assist with your client’s needs.

Helping Consumers: There is a section of Assister Central designed to support assisters in their work with consumers. Helping Consumers is organized to follow the steps that typically occur in helping a consumer obtain and maintain health coverage. Important resources related to each topic are listed on each sub-section for quick access to what is needed for that step.

Broker Service Line: Our Broker Service team is available to assist brokers exclusively Monday, Tuesday, Thursday and Friday from 8:30 a.m. to 4:30 p.m., Wednesday from 9:30 a.m. to 4:30 p.m. (opens later due to weekly training). Hours will be adjusted during open enrollment and will be posted in Contact Us on Broker One Stop.

Communications

Weekly Broker Update Newsletter: Typically on Thursday of each week, MNsure sends out a newsletter relevant to certified brokers. If you do not receive these weekly emails, check to make sure your email address in BAMP is correct before contacting the Broker Service Line.

Monthly Broker Webinar: On the second Thursday of every month, the senior director of partner and board relations shares important information and provides updates. At this meeting, you will have the opportunity to ask questions and join in dialogue. Webinar slides are posted on Broker One Stop on our Meetings and Webinars page shortly after the meeting has concluded.

MNsure Text Message Alerts: MNsure offers the option to receive a text message for any notices that we send by email or post to Broker One Stop. This is a convenient way to receive messages while you are away from the office. If you do not sign up for the text message alerts, you will still receive important alerts through email from MNsure. 

Outreach

MNsure provides print and online resources to help promote your services, events and availability to consumers.

Online Assister Events Calendar: Certified assisters can post their education and enrollment events or office hours to MNsure’s online events calendar. The calendar is located on the Outreach Resources page on Assister Central.

Marketing Materials

Social Media: MNsure is active on Facebook and Twitter. Like and follow us for ready-made, shareable content. Suggested social media posts are also regularly added to Broker One Stop. To post a tweet on your own page click on the links and then click "retweet" or "share" to post.

Story Collection: Consumer stories help put a face on health insurance and educate Minnesotans about the benefits of enrolling through MNsure. Help us out! Share our story collection tool with a happy client today!

Registration-Broker Agency Management Program (BAMP)

Agency and broker roster changes, such as address or adding a broker, can be done in BAMP through the agency account. If further assistance is needed please use the guides available on the Registration page of Broker One Stop or email the Broker Team.

Additional Training

MNsure offers brokers additional training for CE credits through the MNsure Online Learning Center.

It is an opportunity to learn more about MNsure’s products and services, and to review an online application simulation. While this coursework is not required, we strongly encourage taking the courses.

MNsure’s training is offered at no cost and upon successful completion. CE credits will be awarded to apply towards your insurance producer licensure CE requirements. No CE credit will be earned if the licensee has previously received credit for the same course during the same licensing period.

The additional courses are automatically assigned once logged in to MNsure’s Learning Center and “your learning path summary” is selected.
