If you are working with a consumer who is currently enrolled in employer-sponsored insurance (ESI), they should answer applications questions accurately if they are enrolled in family ESI for 2023, even if that coverage is not affordable.
If they receive unassisted qualified health plan (UQHP) eligibility and would like their eligibility for advanced premium tax credits (APTC) to be reviewed, they should compete Appendix A, write their “case number” from their eligibility notice on the document, and return it to MNsure. As noted above, assisters can submit Appendix A via secure email to the ARC or Broker Service Line inboxes to track the outcome of the case.
MNsure will process the Appendix A and if the 2023 family ESI is unaffordable, the Contact Center will call out to the consumer. If the consumer attests that they intend to disenroll from the ESI in 2023 to be eligible for APTC, MNsure will complete the change to their application, an eligibility notice will be sent, and the consumer can shop for plans for 2023 with tax credits.
