The Minnesota Department of Commerce released Minnesota insurance companies proposed average rate changes for the 2025 plan year. These rates affect people buying plans in the individual market, including through MNsure.

The Commerce Department is reviewing these proposed rates. Final, approved 2025 premium rates will be released around October 1. Starting in mid-October, consumers can visit MNsure.org to see what plans and rates will be available for open enrollment, which begins on November 1.
