2025 Renewal Update and Scenarios

Successful Renewals

MNsure has completed processing qualified health plan (QHP) renewals for 2025 for all current consumers. Successfully renewed consumers have active 2025 eligibility, will receive a renewal notice (PARN) and will be passively renewed into their plan for the next year.

Failed Renewals

The following situations affect a small portion of applications that were active prior to batch renewals but failed to renew successfully and do not have renewed eligibility for 2025. Additional steps are needed to renew these consumers eligibility.

  • Modified Need to Renew (MNTR): Applications within this group had at least one member eligible for a QHP during the current year but their eligibility for the next year is now within the public program threshold. These individuals must contact DHS directly to complete a phone renewal to determine next year’s eligibility. A notice is sent to these consumers with instructions and deadlines for completing this process to gain eligibility for the next plan year. There is no option for a paper renewal form to be submitted, consumers must renew eligibility over the phone by contacting DHS Health Care Consumer Support by December 2, 2024, at 651-431-3994 or 800-366-5414 between the hours of 8 a.m. and 4 p.m., Monday through Friday, excluding holidays.
  • Need to Renew (NTR): Applications within this group failed to complete renewal eligibility batch due to a data error within the application or a death to a person listed on the application within the past year. MNsure operations will work these cases to correct any errors and send out a manual notice once this has been completed. No action can be taken on these cases for 2025 until the NTR issue has been resolved. This includes passive renewals.
  • No IC/No Eligibility: Applications within this did not have current eligibility when batch renewal started, therefore were not renewed. A notice was sent to these households. These consumers are NOT passively renewed for next year. These consumers will need to take the steps necessary to receive current and next year.

If a consumer applies between September 16, 2024, and September 30, 2024, they will only receive 2024 eligibility. Their case will go through 2025 renewal between October 14, 2024, and October 17, 2024.

If a consumer applies for the first time between October 1, 2024, and October 31, 2024, they will receive both current AND next year’s eligibility. If they apply after December 1, 2024, they will only receive next year’s eligibility.
