Change in Process for Renewals for Some Households

During the process of renewing QHP (qualified health plan) eligibility for 2025, some households’ eligibility could not be successfully renewed because at least one member was eligible for a QHP for 2024, but they are now within the public program range for 2025. December 2, 2024, was the final date for consumers to call the designated DHS helpline to comply with the renewal process to have their eligibility redetermined. Effective immediately, there are new steps for these consumers to follow.

If a consumer reported a renewal to the DHS helpline that has NOT yet been processed, they will need to respond to requests for information and provide all requested documents to DHS. 

If a consumer did not attempt to, or was unsuccessful at contacting the designated helpline by the deadline, there are two potential steps:

  • If all applicants in the household are eligible for a QHP in 2024, the consumer MUST have their application closed to reapply for updated eligibility. If any applicants are determined eligible for a QHP in 2025, they MUST take action to enroll in coverage by the open enrollment deadlines. The Assister Resource Center and Broker Service Line can assist with closing an application.
  • If any members of the household are eligible for a public program in 2024, the application cannot be closed. The consumer will need to work with the applicable agency that owns their public program case for assistance in determining eligibility for QHP members going forward. 

Consumers who have had their 2025 QHP eligibility re-determined following their renewal being processed by DHS or a county, but have not yet had QHP coverage for 2025 renewed:

  • If enrolling in the same plan for 2025, the consumer does not need to take action to renew coverage.  MNsure will manually renew coverage for all cases with renewed QHP eligibility. (However, if they had their application closed and reapplied for 2025, the consumer MUST take action to enroll in coverage for 2025.)
  • If a consumer wishes to change plans for 2025, they should select their new plan through their online account by the open enrollment deadlines for January 1 or February coverage effective dates. If the consumer does not have an online account, they can call MNsure to enroll.
