Defect affecting MinnesotaCare-eligible Consumers.

DHS has identified a defect affecting some new METS cases for individuals who qualify for MinnesotaCare beginning January 1, 2025. In certain circumstances, when MinnesotaCare is approved for one or more individuals, METS is raising an outstanding verification flag for proof of (current) income. The proof of income request appears on the person’s Heath Care Notice with a due date of 10 days. This is incorrect, since projected annual income (PAI) and not (current) income is used to determine MinnesotaCare eligibility. At application, proof of PAI is always a post-eligibility verification item with a 90-day reasonable opportunity period.

METS will not automatically deny or close MinnesotaCare for failing to provide proof of income within the 10-day timeline. DHS has directed eligibility workers not to take any action to delay, deny or closeM innesotaCare for failure to provide proof of income on these cases. 

Advise people who receive a Health Care Notice with a MinnesotaCare approval with a request for proof of income (and Medical Assistance (MA) is not pending for any household member), to submit proof of their income within 90 days. For households that also have one or more applicants who have MA eligibility that is pending, proof of income is required by the due date listed on the Health Care Notice.
