Duplicate Consumer Accounts: Some consumers may have multiple User IDs. These IDs cannot be merged. We can request a username (that is not associated with a current application) to be disabled if a consumer is able to match 3 PIs on that ID. If a consumer has a paper application, creating a new User ID will not make that application online capable (that is, it will not connect to an existing application or offer any online functionality for that application). 

Loss of Public Program Qualifying Events: The loss of public program special enrollment period no longer has a retro start date. This SEP is also now gated which means if you attest to loss of public program, you will need to call in to get shopping opened. Plan selection determines when coverage begins. If a plan is selected this month, coverage will start on February 1.
