Understanding the Federal Public Charge Rule DHS fact sheet about the federal "Public Charge Rule." Note: On October 11, 2019, three separate federal district court judges prohibited the Department of Homeland Security from implementing and enforcing the federal “Public Charge Rule” referenced in the linked document. The court rulings also postponed the effective date of the final rule until there is a final resolution in these cases. At this time, the U.S. Citizenship and Immigration Services is prevented from implementing the rule anywhere in the United States. Also available in Spanish and Somali.
