The American Rescue Plan Act of 2021 (ARPA) requires that Minnesota lower MinnesotaCare premiums for 2021 and 2022. For more information, see Bulletin # 21-21-06 DHS Announces MinnesotaCare Premium Reductions for 2021 and 2022.
In May 2022, DHS began implementation of the remaining phases to comply with ARPA. MinnesotaCare households with a member who received, or was approved to receive, unemployment compensation at any time in 2021 qualify for MinnesotaCare without a monthly premium in 2021. In May, DHS lowered premiums to $0.00 for all months in 2021 for households they identified as having a member who received unemployment compensation in 2021. To help DHS identify households who may have missed in the identification process, DHS is sending a stuffer (DHS-5731FF-ENG 4-22 - see below) with the June 2022 MinnesotaCare premium invoices to enrollees who have an amount due greater than $0.

If you or a family member received, or were approved for unemployment benefits for any week in 2021, you may qualify for $0 MinnesotaCare premiums for 2021. Please send paper proof of 2021 unemployment benefits to MinnesotaCare Operations.
