Dave Rowley serves as MNsure’s general counsel and chief compliance officer. Rowley joined MNsure in 2015.
Rowley leads and oversees the legal, compliance, administrative services and human resources functions for MNsure.
Rowley came to MNsure with more than 15 years of leadership experience in state government. Before joining MNsure, he served as general counsel for the Minnesota IT Services and the Department of Human Services (DHS) state agencies. He also served as an assistant attorney general in the human services division, representing DHS in state, federal and administrative proceedings.
Rowley holds a bachelor’s degree in English literature from St. Mary’s University in Winona, MN, and a law degree from William Mitchell College of Law.
