Deferred Action for Childhood Arrivals (DACA) Recipients

Federal rules have changed, and DACA recipients can now get health insurance through MNsure. As of November 1, 2024, DACA recipients may be eligible for either:

  • A qualified health plan (private health insurance), with or without advanced premium tax credits
  • MinnesotaCare (a public health care program)

How to Apply

If you're a DACA recipient applying for the first time, follow these steps to apply. If you've applied before and were denied, call the MNsure Contact Center.

Step 1. Gather information

Use this list to gather what you may need to apply.

Step 2. Get an eligibility estimate

Tell us about your household size, annual income, and location and MNsure’s online tool will give you an eligibility estimate.

Step 3. Apply

Depending on your eligibility estimate, there are two pathways to apply:

Your eligibility estimate says you qualify for "Qualified health plans through MNsure" or "Lower monthly payment (premium)"

Create an account and apply at MNsure.org

Our system will tell you that you are ineligible for health coverage through MNsure. You'll see this online and in a letter that’s sent automatically — but this may be wrong. We are aware of the issue and will follow up with your case. Keep checking your mail for a second letter from MNsure with correct eligibility information.

If you are eligible, then you can log into your MNsure.org account to shop for a health plan and enroll.

Your eligibility estimate says you qualify for "Medical Assistance or MinnesotaCare"

Follow the instructions on the Minnesota Department of Human Services (DHS) website

What is covered?

Qualified health plans and MinnesotaCare covere these benefits and more:

  • Maternity and newborn care
  • Emergency services
  • Free preventive care

What should I do if a family member is already enrolled?

Do not apply online or send in a new application — you already have an application in the system.

Can my family get health insurance, too? 

It depends! The best way to find out what your family qualifies for is to fill out an application.

What documents do I need?

Use this list to gather what you may need to apply.

After you apply, we may request a copy of your Employment Authorization Document or the written notice you received from the United States Citizenship and Immigration Services to verify your eligibility for coverage. 

Do I need a Social Security number?

If you are applying for yourself:

  • If you have a Social Security number, you must provide it.
  • If you do not have a Social Security number, you should still apply. You may be eligible for a qualified health plan or MinnesotaCare.

If you are applying for someone else, you do not need to provide a Social Security number.
