Role of a Navigator

Organizations that serve as navigators/in-person assisters are contracted to:

  • Provide individuals and families with free assistance to help them achieve successful enrollments into public or private health insurance coverage through the MNsure marketplace.
  • Attempt to provide assistance to any consumer who contacts them for help.
  • Have certified navigators listed on the MNsure Assister Directory.
  • Comply with MNsure's data privacy and security standards and conflict of interest disclosure requirements.

The specific duties and responsibilities of a navigator organization are outlined in the contract and its attachments:

Navigator agencies must follow all related statutory provisions and Office of Grants Management (OGM) policies that apply to the contract. Many relevant statutory provisions are found in Minn. Stat. §§ 16B.97-16B.991.

Becoming a Partner

Navigator organizations are formally contracted partners with MNsure and are not insurance agents or brokers.

Under Minn. R., 7700.0030, subp. 3., entities eligible to contract to provide navigator services include 501(c)(3) community-based organizations, for-profit businesses, government agencies, and any other entity recognized by the Office of the Secretary of State. MNsure does not contract with individuals. Individuals must be on the roster of a contracted organization to begin the certification process.

To contract with MNsure as a navigator agency, an organization must provide a DUNS number (how to obtain a DUNS number) and SWIFT Vendor ID (how to obtain a SWIFT Vendor ID). MNsure cannot provide support for obtaining these numbers.

MNsure is accepting applications on a rolling basis for the contract period beginning July 1, 2025, and ending June 30, 2028. Applications are typically reviewed within 30 days of submission. If the application is approved, a contract will be sent for electronic signature via DocuSign for review and signature.

Training and Certification

Before actively assisting consumers through the MNsure marketplace, each staff member who will deliver direct consumer assistance must be certified by MNsure.

Once a contract is executed with the organization, the organization's primary contact will receive information on how to add staff to their roster for certification through the Agency Management Program (AMP).

To be certified, staff must:

  • Complete a background study with MNsure
  • Complete training and pass knowledge assessments

Training is available online, so courses can be taken when convenient. Training will:

  • Include web-based knowledge assessments
  • Take approximately 20 hours to complete

Certification is confirmed once training has been completed, knowledge assessments have been passed, and a background check has cleared. Once an individual is certified, they will receive a unique assister ID number to use when assisting consumers.

Compensation

Contracted organizations will be paid monthly based on a state-run report. Certified navigators must be associated with an eligible case through approved methods for the organization to receive a payment. Payments are issued no later than 60 days following the end of the month. The current payment rate is:

  • $100 per successful determination of eligibility for Medical Assistance.
  • $100 per individual enrolled in MinnesotaCare.
  • $100 per successful determination of eligibility for a qualified health plan (QHP).

Support

The Assister Resource Center (ARC) provides ongoing support and information to certified assisters. During the contracting process, questions can be submitted to navigators@mnsure.org.
