Loss of Employer COBRA Premium Subsidy

You may qualify for a special enrollment period (SEP) if:

  • Your employer stops subsidizing your COBRA premium, and
  • You must now pay the full cost of the premium.

You and your dependents must be:

  • Minnesota residents
  • Enrolled in COBRA coverage

Key Dates

  • 60-day SEP begins: You can apply for this SEP 60 days before or after the last day in the COBRA coverage period with subsidized premiums.
  • When you can enroll: During the 60-day window of your SEP, after we verify your qualifying life event. 
  • When your coverage starts: The first day of the month after your plan selection date. It cannot start before the last day of your COBRA coverage period with subsidized premiums.

Verification Documents

When you apply, the system will tell you what documents you must upload.

Be prepared to upload at least one of the following:

  • Employer plan notice
  • Letter from employer 
  • Document from third-party COBRA administrator 

Documents must show your name and the last day of the COBRA coverage period in which the COBRA premium is subsidized by your employer.

Don’t wait—MNsure must receive your documents and have time to process them before you can pick a plan. You must select a plan before your 60-day SEP window expires.
